Capital Project Manager
Location: London
Rate: £450 per day
Contract: 6 months
Spencer Clarke Group are supporting a local authority to appoint a Capital Project Manager within their Property and Asset Management team.
This is a capital delivery role, leading major housing and corporate estate works from early planning through to completion and handover. You will coordinate internal teams and external consultants, keep programmes and budgets on track, and ensure works are delivered safely, compliantly, and to a high standard with residents kept informed throughout.
Responsibilities include
Managing capital works projects end to end, from commissioning and scoping through to completion and post-completion actions
Acting as Contract Administrator, including running mini-tenders, issuing instructions, chairing site meetings, and managing completion and defects periods
Owning project budgets and spend profiles, approving payments, managing variations through change control, and supporting final accounts with the Quantity Surveyor
Taking the lead on CDM client responsibilities and actively managing project and site risks
Coordinating a multi-disciplinary team including QS, Clerk of Works, resident liaison, technical support, design and external consultants
Leading resident and stakeholder engagement, including consultations, leaseholder Section 20 requirements, and responding to member and information requests
Supporting procurement and governance activity, including tender evaluation, approvals, KPI reporting and keeping records up to date on council systems
About you
Degree level qualification in a relevant construction or built environment discipline, or equivalent practical experience
Strong background delivering construction or housing capital projects from inception to completion
Proven experience in contract administration and working with a range of contract and procurement routes
Confident managing budgets, forecasting cashflow, and controlling variations and final accounts
Experience leading multi-disciplinary teams and managing contractors and consultants
Comfortable engaging with residents and stakeholders and handling complex queries clearly and professionally
Good working knowledge of building regulations, statutory compliance, and general building maintenance
Strong communication skills with the ability to present and negotiate effectively
